　　【摘要】本文首先论述了农业剩余劳动力流动在农村发展理论中的地位和作用，然后分3个阶段勾勒了70年中国农业劳动力转移的历程，凝练和分析了影响中国农业劳动力转移的主要因素，接着从消除贫困、实现小康和追求富裕3个层次递进的任务阐述了中国农民流动的目标变迁，最后阐述了农民工返乡创业对促进乡民共同富裕的现实意义和政府应履行的责任，并就农民工返乡创业对未来30年乡村发展的贡献进行了展望。

　　Peasant Migration: Historical Changes in the Past 70 Years and Prospects for the Next 30 Years

　　Abstract: This article consists of four parts. Firstly, it discusses the position and role of agricultural surplus labor migration in the theory of rural development. Secondly, it outlines the process of agricultural labor transfer in three stages in the past 70 years, and analyses the main factors that affect the transfer of agricultural labor force in China. Thirdly, it elaborates the changing objectives of peasant mobility in China, from eliminating poverty, to achieving a well-off society, and finally to pursuing prosperity. Fourthly, it probes into the impacts of return migrant entrepreneurs on promoting common prosperity of their villagers, the responsibilities that the government should fulfill in the process, and the contributions of return migration to rural development in the next 30 years.
